As of May 1, 2022, the Finnish law on the secondary use of social and health data requires a secure operating environment for data processing. Secondary use of data can be, for example, research, statistics, development, and innovation activities or knowledge management. The purpose of the law is to increase data security and safeguard the protection of an individual’s personal data. SPESiOR™ is an enabler of new insights into impact research, and as an environment complies with the legislation.
Decision support: the benefits of secondary use of social and health data
There is a huge amount of data accumulated in social and health care every day, which can be used to develop treatments and services in many ways and to support decisions. Thanks to secondary use, the data collected can be made available to researchers and service providers, making research and data management more efficient. This is very important for the user of the services, i.e., patient, and they benefit the most from secondary use of data.
Data can be used to make healthcare services, treatments, and processes better and more effective, and to assess the costs, benefits, and value of new health technologies.
The change in the law required secure operating environments – ESiOR Oy accepted the challenge
ESiOR Oy has developed SPESiOR™, a secure processing environment (SPE) with a wide range of applications, including data collection, transmission, analysis, and archiving. The secure user environment must also be registered by Valvira, the Finnish National Supervisory Authority for Welfare and Health, to be used for secondary social and health data. SPESiOR was registered with Valvira on 22 April 2022, which indicates that it meets the requirements of the authorities regarding e.g., security and data protection.
